Which one depends on the build: Offline Windows trial (wrapper/trial, no Steam): the Electron runtime (MIT License) with the Chromium components it contains. Their licence files come with the runtime and sit next to the exe as LICENSE (Electron) and LICENSES.chromium.html (Chromium and its components). The trial is assembled with @electron/packager, a build tool that is not shipped. It contains no Steam code: no steamworks.js, no Steam API library.
